Forging part of Singapore’s seventh MRT line, Doka’s planning, assembly, supervision and installation are helping to keep the Jurong Region Line (JRL) on schedule for delivery in January 2025.

\n\n

Doka Singapore is past the halfway point for its work on three stations and a viaduct on Singapore’s seventh MRT line. The stations, which include Toh Guan (JE4), Jurong Town Hall and Pandan Reservoir, are part of a wider US$515 million project that involves the design, site supervision, assembly and installation of Doka’s proposed solution.

\n\n

Once complete, the JRL network will significantly improve the connectivity and development of the area, which is set to become the largest commercial hub outside of the central business district. As a result, commuters can expect to be connected to key activity nodes, such as the Jurong Industrial Estate, Jurong Innovation District and the Nanyang Technological University (NTU).

\n\n

Working with joint venture main contractors, Daewoo-Yongnam, and subcontractor, SAE&C, Doka faced numerous logistical challenges, given the project site’s heavily built-up area, live traffic from the four-lane Jurong East Central Road, and its proximity to an existing MRT line. With the Toh Guan Station requiring 10 cross-heads spanning the highway, Doka’s first challenge was to deliver a solution that allowed the cross-head installation to proceed without interfering with the traffic below.

\n\n

By assembling a Steel Girder Formwork system 3 km away offsite, the Doka team was able to complete the majority of the work away from the jobsite before installing the system in combination with its heavy-duty shoring system UniKit via truck and crane, resulting in just one overnight road closure. Serving the dual purpose of truss support and wall formwork, the Steel Girder Formwork also ensured a minimal footprint as the formwork was only supported at the centre area around the column.

\n\n

Complete with integrated walkways on both UniKit shoring towers and the Steel Girder Formwork, Doka ensured the safety of site teams throughout the project. Aside from completing the work with minimal disruption, this was also the first time Doka’s Steel Girder Formwork system had been used outside of North America and the first time UniKit had been used in Singapore.

\n\n

“Finding a solution that took into account the project’s various challenges was going to be difficult, particularly considering its busy location; however, by leveraging the extensive benefits of our offsite prefabrication and working in close collaboration with our partners, we were able to deliver the project specifications within minimal disruption to the location community, while ensuring site safety remained a priority at all times,” said Boon Chun Wui, senior sales manager at Doka Singapore.

\n\n

Having started the project in February 2024, Doka’s portion of the project is expected to be handed over by January 2025. Upon completion, the JRL will connect more than 60,000 households in the Jurong area within a 10-minute walk from a train station, while its three interchange stations will enhance connectivity to the existing rail network.

The Land Transport Authority (LTA) has commenced the construction of Singapore’s seventh MRT line, the Jurong Region Line (JRL), with a groundbreaking and viaduct launching ceremony today (13 Jan).

\n\n

The JRL, a 24-km-long elevated MRT line with 24 stations including three interchange stations at Boon Lay, Choa Chu Kang and Jurong East, is scheduled to open in three stages from 2027 to 2029. This new rail network is expected to significantly improve connectivity in the western part of Singapore and support developments in the Jurong area.

\n\n

The JRL is expected to add more than 60,000 additional households within a 10-minute walk from a train station. It will connect residential areas including Gek Poh and Pandan Gardens to key activity nodes in Jurong that currently do not have direct links to the MRT network, such as the Jurong Industrial Estate, Jurong Innovation District and Nanyang Technological University (NTU).

\n\n

The line will also support the development of the Jurong Lake District, which is set to be the largest commercial hub outside the central business district. The JRL’s ridership is expected to reach 200,000 daily in the initial years and rise to more than 500,000 a day when the Jurong Innovation District, Tengah Town and Jurong Lake District are fully developed.

\n\n

Challenging works

\n\n

Constructing the JRL through a mature and densely developed corridor is challenging, as works are carried out along an alignment with curves and limited space over busy roads, major expressways and canals, explained LTA. Slightly narrower and shorter carriages will enable the train to negotiate and manoeuvre through these curves at built-up areas along the JRL track.

\n\n

As the JRL is designed to navigate through existing developments, minimising noise disturbance is a key design consideration. Thus, permanent noise barriers will be installed along viaducts that are near residential areas.

\n\n

LTA said it has undertaken extensive planning and rolled out a number of mitigating measures to minimise disruptions to traffic and the environment. Traffic diversions along Choa Chu Kang Avenue 3, Jurong East Central and Jurong West Avenue 4 have been successfully implemented to allow for the construction of stations and viaduct structures.

\n\n

Furthermore, all JRL stations will be fitted with photovoltaic (PV) solar panels, generating renewable energy for station operations, added LTA. The PVs will help reduce carbon footprint of JRL operations by providing a constant source of power with little to no greenhouse gas emissions. The JRL stations are also designed to allow crossflow natural ventilation to reduce mechanical energy usage from fans and air-conditioning.

Singapore’s Land Transport Authority (LTA) has awarded two contracts for the Jurong Region Line (JRL) project, totalling S$386 million.

\n\n

The first contract, awarded to Hwa Seng Builder Pte Ltd, is for the construction of JW5 station and its associated viaducts. Valued at S$148 million, it covers the design and construction of JW5 station and about 0.7 km of elevated viaducts along Nanyang Drive.

\n\n

Construction work on the JW5 station is expected to start in the third quarter of 2022 and complete in 2029. LTA said this is the final station and last civil contract for the JRL project.

\n\n

Located within the Nanyang Technological University (NTU), the JW5 station aims to enhance connectivity for existing developments on the NTU campus such as NTU South Spine, the Wee Kim Wee School of Communication & Information, the Lee Kong Chian School of Medicine and nearby Halls of Residences.

\n\n

Hwa Seng Builder is a Singapore-based company with extensive construction experience. Besides JW5, it has been appointed to build two other JRL stations – JW3 and JW4 – which are also located within NTU.

\n\n

In addition, the company had previously completed the expansion of the KPE/TPE interchange, which included the construction of a link road to Punggol Central. It also undertook other LTA projects such as the widening of Woodlands Road, Choa Chu Kang Link, Stagmont Ring and Bukit Batok East Avenue 3, as well as improvement works for the PIE slip road between Clementi North Flyover and Toh Tuck Flyover.

\n\n

The second LTA contract is for the provision of JRL power supply system, valued at approximately S$238 million. It has been awarded to Siemens Mobility Pte Ltd / Concord Corporation Pte Ltd Consortium.

\n\n

According to LTA, the power supply system is designed based on the fully elevated Rapid Transit System that comprises the 6-kV and 22-kV AC systems, 750-V DC traction power supply system, Emergency Traction Tripping System and associated auxiliary systems. This contract includes design, supply, installation, testing and commissioning for the entire JRL power supply system.

\n\n

The JRL is Singapore’s seventh MRT line and will open from 2027 onwards, in three stages. It will improve connectivity in the western part of the country by establishing direct links to NTU, Jurong Industrial Estate, Jurong Innovation District, Pandan Reservoir and the future Tengah area.
