SINGAPORE — On 20th November 2024, government agency JTC awarded the tender for the industrial site at Kallang Way to CL Savour Property Pte Ltd at a sum of $368,901,225.
CL Savour Property Pte Ltd, a subsidiary of CapitaLand Development, will be in charge of executing the first Industrial Government Land Sales (IGLS) site with adaptive reuse, where an existing terrace factory is required to be retained and adapted for continued industrial use.
The Kallang Way site is the last three-storey “Terrace-showroom” type factory cluster in Singapore, and was built in the 1980s. Through adaptive reuse, carbon emissions from demolition and construction can be cut significantly.
“Sustainable development plays an important role in addressing environmental challenges, and the introduction of adaptive reuse at the IGLS site at Kallang Way is an effective way to reduce carbon emissions in the built environment while preserving the industrial legacy of the site,” Ms. Tang Hsiao Ling, Director of Urban Planning & Architecture Division, JTC, said. “We are encouraged by the positive response to the tender, reflecting market acceptance by industry leaders like CapitaLand Development, who support our drive towards broader adoption of sustainable practices in the development of industrial estates across Singapore.”
The tenure over the site’s 44,107.8 square meters (sqm) of land mass will last for 33 years to allow developers the necessary time to reinvigorate the site under adaptive reuse conditions and obtain the necessary clearance from relevant authorities. With a max gross floor area of 114,239.20 sqm (including about 3,500 sqm for retail use), the site will be part of a designated food zone for industrial spaces, and provide new amenities to the community and its residents. The project’s completion time is 84 months.
